Raigarh News: पंजीयन विभाग ने लक्ष्य के विरूद्ध 195 प्रतिशत राजस्व किया अर्जित, वित्तीय वर्ष 2024-25 में 245 करोड़ रुपए राजस्व हुआ प्राप्त

सुगम एप से पंजीबद्ध दस्तावेजों की मॉनिटरिंग हुई आसान, कर अपवंचन के मामलों के रोकथाम में मिली मदद

पुसौर और सरिया में खुलेंगे नए उप पंजीयन कार्यालय

खरसिया, घरघोड़ा, धरमजयगढ़ और सारंगढ़ में 80-80 लाख की लागत से बनाए जाएंगे नए भवन, मॉडल कार्यालय के रूप में होंगे विकसित

पक्षकारों के लिए लगातार बढ़ाया गया सुविधाओं का दायरा







रायगढ़, 3 अप्रैल 2025/ पंजीयन विभाग जिला रायगढ़ ने इस वर्ष रिकॉर्ड तोड़ राजस्व हासिल किया है। इस वित्तीय वर्ष 2024-25 में रायगढ़ जिला पंजीयन कार्यालय को 126 करोड़ रुपए राजस्व प्राप्ति का लक्ष्य दिया गया था। जिसके विरूद्ध लगभग 245 करोड़ रूपए का राजस्व प्राप्त किया गया जो कि कुल लक्ष्य का 195 प्रतिशत है। मुख्यमंत्री श्री विष्णुदेव साय के नेतृत्व एवं वित्त मंत्री श्री ओ.पी.चौधरी के मार्गदर्शन में पंजीयन राजस्व वृद्धि के लिए विभिन्न प्रयास किए गए। जिसमें सुगम एप के माध्यम से पंजीबद्ध किए जाने वाले दस्तावेजों को मॉनिटर किया गया। इससे कर अपवंचन के मामलों के रोकथाम में बड़ी मदद मिली। वहीं पक्षकारों के दस्तावेज में पारदर्शिता रही। जिसका परिणाम रहा कि राजस्व अर्जन में बढ़ोत्तरी दर्ज की गई। गौरतलब है कि इस वर्ष प्राप्त राजस्व पिछले वर्ष की तुलना में 113 प्रतिशत अधिक है। राजस्व स्टाम्प एवं पंजीयन शुल्क के माध्यम से प्राप्त होता है। वर्ष 2024-25 में कुल 115 करोड़ रूपए का आय अर्जित किया गया था। इस वर्ष जिले में कुल 12,160 दस्तावेज पंजीबद्ध हुए हैं जबकि गत वर्ष 12,947 दस्तावेज पंजीबद्ध हुए थे। गत वर्ष की तुलना में 787 दस्तावेज की कमी रहने के बाद राजस्व अर्जन में वृद्धि हुई है।

वित्त मंत्री श्री ओ.पी.चौधरी के प्रयासों से इस वर्ष के बजट में दो नए उप पंजीयक कार्यालय खोलने की स्वीकृति प्रदान की गयी है। बजट वर्ष 2025-26 में शामिल नवीन उप पंजीयन कार्यालय-उप पंजीयक कार्यालय पुसौर एवं उप पंजीयक कार्यालय सरिया में खोले जाएंगे। नवीन उप पंजीयक कार्यालय बनने से आम जनता/पक्षकारों को लाभ मिलेगा। पक्षकारों को पंजीयन कराने रायगढ़ और सारंगढ़ आने की आवश्यकता नहीं पड़ेगी। पक्षकारों को पंजीयन से संबंधित रिकार्ड इसी कार्यालय में उपलब्ध होंगे। उनके समय और परिवहन में लगने वाले व्यय की भी बचत होगी।

इसके साथ ही घरघोड़ा, धरमजयगढ़, खरसिया और सारंगढ़ में जो कार्यालय पुराने भवनों में चल रहे थे, उनके लिए उप पंजीयक कार्यालय के नवीन भवन निर्माण को भी स्वीकृति प्रदान की गई है। यह मॉडल उप पंजीयक कार्यालय के रूप में विकसित किए जाएंगे। ये चार भवन प्रत्येक 80 लाख रुपए की लागत से बनाए जाएंगे। जिससे यहां पंजीयन के लिए आने वाले पक्षकारों को सुविधा मिलेगी, अधिकारियों कर्मचारियों की संख्या में वृद्धि होने के साथ सबसे महत्वपूर्ण यहां रिकॉर्ड व्यवस्था सुदृढ़ होगी।

रायगढ़ उप पंजीयक कार्यालय रायगढ़़ का उन्नयन मॉडल ऑफिस के रूप में किया जाएगा
रायगढ़ के उप पंजीयक कार्यालय का उन्नयन पासपोर्ट ऑफिस के तर्ज पर मॉडल ऑफिस के रूप में किया जाएगा। आधुनिक सुविधायुक्त कार्यालय होने से पक्षकारों को सहूलियत होगी। पंजीयन कार्यालय के काम काज और रिकॉर्ड का संधारण व्यवस्थित होगा।

पंजीयन विभाग द्वारा लगातार बढ़ाया गया पक्षकारों को दी जा रही सुविधाओं का दायरा
वित्त मंत्री ओ.पी.चौधरी के मार्गदर्शन में पंजीयन विभाग द्वारा पक्षकारों के लिए सुविधाओं का दायरा बढ़ाया गया। जिसमें दान, बंटवारानामा एवं हकत्याग (परिवार के मध्य) में होने पर पंजीयन शुल्क में कमी, एनजीडीआरएस वेबसाईट के माध्यम से पक्षकार सीधे सिटीजन पोर्टल में यूजर आईडी तैयार कर स्वयं दस्तावेज तैयार कर प्रस्तुत कर सकते हैं। वृक्षों के मूल्य को भूमि के मूल्य पर ही समाहित किया गया है। सुगम एप का लागू किया जाना, एनजीडीआरएस के सिटीजन पोर्टल में ऑनलाइन के समय ही स्टाम्प एवं पंजीयन शुल्क की जानकारी पक्षकारों को पारदर्शी तरीके से जानकारी प्राप्त होना जैसे कदम शामिल हैं।
